The VW 45-1 appears to have been for a 66 Bus (T-2) beginning in 8/65. Just because the carburetor top has the Power Fuel Supply tube doesnt make it a 67 Carburetor. However, upon closer inspection, one can see that there is a drilling that is not continuous in the 66 version, whereas the drilling in the 67 version IS continuous and contributes to what is called the Power Fuel System.
